EFHR Training on Identifying and Countering Hate Speech

On 12 December, representatives of the European Foundation of Human Rights (EFHR) visited Vilnius „Sostinės“ Gymnasium. A training dedicated to the identification and counteraction of hate speech was conducted for students of Grades 9–11.

During the session, students were introduced to the fundamental principles of Lithuanian law, as well as key European and international standards regarding hate speech. The training explained the legal concept of hate speech and how it is regulated under current legislation. The curriculum covered essential issues such as: what constitutes hate speech, which groups are most vulnerable to it, and effective methods for recognizing and responding to such violations.

Relevant criteria used to distinguish illegal hate speech from lawful freedom of expression were clarified and practical legal remedies were outlined. The discussion highlighted that while hate speech affects individuals, its roots lie in prejudice directed against the group to which the person belongs. Students were informed about procedures for reporting incidents, seeking support, and the importance of responding in a safe and responsible manner.

An integral part of the training was an interactive quiz based on real-life scenarios and case-law. This exercise demonstrated how specific statements or situations are assessed – whether they fall within the scope of freedom of expression or constitute hate speech. Symbolic prizes were awarded to participants with the highest results.

The meeting concluded with a moderated discussion focusing on modern online communication, available reporting mechanisms, and the role of young people in creating a safer and more respectful social space.
